A commercial meeting is a building in which I and II provincial congresses of Soviets were held, proclaiming the establishment of Soviet power in the Arkhangelsk province. Since February 1918, the building was called the home of the Arkhangelsk Council of Workers 'and Soldiers' Deputies. Later there were Youth Theater, the House of Officers, the cinema "Chronicle". In the 60s opera and ballet companies worked in the house, in the 70s a restoration workshop and the Northern Folk Choir.
