We stopped at a cafe and were told that they work either for takeaway or on the terrace (there weren't even tables on the terrace, the weather was cold) while there were visitors in the hall. The principle by which the cafe is closed for us is not clear

They do not serve customers, they say that they work to go, while in the hall the locals continue to eat as usual. Made an order, takeaway food is poorly prepared. Dry meat, cold potatoes. The terrace for meals is cold.
