I believe that this is not an institution, but a sharashkin office with invented rules of a director or administrator. In general, whether you go there or not only depends on you. And by the way, since you have such rules, I think the guests also need to come up with them, take an advance payment, give others a table, then return the prepayment twice! Can you add it to your rules? And by the way, personally to the director, if you have rules in your institution as you call it, hang them on the sign before you go!
