One person works for the issue on a first come, first served basis. No documents are accepted, only by appointment. No entry, everything is busy. Madame at the reception does not want to answer questions, only if you call her on the phone standing in front of her, yes, yes, and talked. In general, I have not seen such lawlessness in any MFC.
