It does not always depend on the operator. Very often the client creates such a queue for receiving parcels! That notification is not present, the operator issues or prints a new one, that is, a notification, but did not fill it in advance and does it on the spot, while in the waiting queue there are customers with already prepared forms for receiving. Etc. there are many examples. At me already as a ritual, I go to the branch fully armed, i.e. with filled in forms, with packages packed in advance! In general, the work of the department is satisfied. Operators perform their work 100% qualitatively and do everything they can. The queues are created by customers.
