I visited today (to receive a registered letter, until 19.00) - everything changed !!! Now the department works in a new way: from 11.00 to 17.00 with lunch from 13.00 to 14.00, Sunday is a weekend !!! Raise my eyelids !!! Where I am ??? Why not one accept payments on housing and communal services and another not give out packages and small packages to people. Why complicate things. To get a small package instead of three minutes, you have to hang around 1.5 hours in a queue.
