This mosque occupies the northern corner of the Kasbah Square and is surrounded by four approaches: the approach of the palace in the west, the approach of Sidi Abbas in the east, and the Kasbah square in the south and the Amilcar approach in the north. In its first geometry there was a prayer house located in a courtyard surrounded by the eastern and southern sides, while the western side was a cemetery.

The first Friday prayer was in 1894. The Awqaf Society introduced reforms on that date. In 1960, the Association for the Conservation of Islamic Cemeteries repaired it and introduced the western cemetery to the prayer house. The minaret of the mosque preserved its special character. It is unlike the minarets of other mosques in Sfax. According to an archaeological document, it was founded in the mentioned date and was founded by a leader who took over the country during the Hafsid period. It is said that one of the Turkish sea commanders was buried by him and his name (Elias) called him, and apparently he knew before another name. The first Imam of the Friday and the five prayers of the late Sheikh Mahmoud Ktari and his son after him, Sheikh Abdul Aziz Shafi'i.
