The institute is located on November 15, 1955, on Al Ain Road, Km 1, and its construction work began in 1950, with funding from the residents of Sfax, with financial and material donations, to be completed in October 1955. And it was called the Zitouni Quarter Institute, for this reason it remained a colloquial name, the Hay Institute. The Fifth Congress of the Constitutional Party was convened there in order to settle the dispute between Bourguiba and Saleh bin Youssef on November 15, 1955
