That's the small park located on the hill. So you can enjoy beautiful views of Bosporus. Unfortunately, the building opposite the park is under construction now (December 2020), so the view is spoiled by the construction crane a little bit.

A park should be a clean decent place for families not a place for drinking alcohol and smoking hash..i won't go there again.
