This is not an official campground! Yes, people camp there. That doesn't necessary make it legal though...

The parking lot is large, and the walk in the park is very quiet

This is actually a wooden pallet platform on the Shimen Observation Deck, not a dammed lake! There is a gazebo that can go around, there are water and toilets, and rain cover, it is indeed a good camping site!
