It can be compared to a covered guarded parking lot. It’s cold in winter, cool in summer, in normal rain everything drowns in the first tier and there is a puddle. Now the price is 1k. The entrances to it are always parked. Given the situation with deplorable parking at nearby houses - then the norm is an option.
