I called the support service - I heard a lot of bureaucratic nonsense, but nevertheless, on the advice, I turned to any nearest branch 02138 in order to write an application for readdressing, but alas, they said this was impossible since the head of the department was absent, and only he could accept the application (later on the hotline was told that the operator had no right not to accept the application, since this is his job and the participation of the manager is not at all necessary for this). I went to branch 02232, where they not only accepted my application, but also explained that my sister (as a family member) can absolutely safely receive this envelope. I wrote a statement where I indicated that I was asking for an envelope to my sister, which she calmly took away by the morning of the next day.
