It was illegally transferred to the status of a park on the initiative of Kaltsev, to be built in its place - note, not in it, but in its place! - its new mall, and then deliberately abandoned to distort public opinion about the appropriateness of the park. As a tenant, Kaltsev completely discredited himself, not the park.
