Weak pressure, not drained gas

I stopped by in 2018, good gas price, but bad pressure and does not fill full cylinders. They are too lazy to turn on the compressor to raise the pressure. I drove in this year 2019, nothing has changed, 8 cubic meters were blown into empty cylinders and said that all they could, the pressure was 170, the compressors did not work, why they were sitting there and what they were paid for, I don’t know.
