Exterior is pretty bad: the old Soviet building, the facade is broken. But is not far from the center. Inside everything is about the same. They work rather slowly, i.e. So slow. People practically do not use their services. Is that the civil servants send registered letters. Well, or send something to a very deaf village where there is no delivery service.
