Given confusing/conflicting instructions by different people at the secretary of state's office. Took four trips to Santa Fe to get everything we needed. They somehow lost my payment and I had to double pay. They said I could email and ask for my $3 back...not worth the time and effort. Wonder how often payments go "missing" like this.

No longer open to the public. Parking is for government use only. Visitor parking limited to 30 min near tourist office.
