Free (off hours) Downtown Parking, walking distance to bars, restaurants, parade. Recommend to all visitors, vagrants, and revelers.

Pay for an assigned spot, when someone is in my spot (often) am told to leave a note on the car. Staff seems to mostly uneducated inner city people. DO NOT PARK HERE
