Easy access to KDMC. A lot of reserved parking

My husband receives treatments at the vascular center at the corner of Locust and acequia. These treatments can be very long and he is unable to walk afterwards. He is 80 years old and uses a walker to go in and has to be wheel chaired out. It is all but impossible to find a parking space on the top level. Empty spaces are marked reserved. Seems like every handicap space is always occupied whatever time of day we come. Today we were issued a $40 parking citation for being on the ground level more than 3 hours. We both have mobility issues just getting down to the corner from there. So in my opinion this is NOT FREE parking. It is jumping at the chance to prey on the sick.
