There's an electric car charger inside but it they only allow you to charge for 4 hours

I parked 1 hour and 20 mins and should be charge $4, and I looked at the bullet board at the exit it shows $4 as well. But when I drive back home I found my credit card has been charged $14 !!! Anyone who where I can get this wrong charge fixed and get my money back???

It's the jail, why not have free parking?! You think people with a bunch of money come here?! No, broke people that are trying to fix their lives come here and they are already paying every cent in their pockets to the state and on top of it all, you're going to charge them for parking too?! That's so messed up!
