City Clerk was most helpful in directing me to the correct city departmentsnand key personnel regarding a recently withdrawn St. Vinnie Box Gardennpro9posal and in confirming that my understanding of the normalnand correct protocls remain in place which mandate direct legalnnotices both to the public and from commissions and City Agendanthat such a proposal , a 10 yr., lease for 2 lots adjacent tonCaptain See Heritage House, would require hearings and requirenthat other legal entities/persons be allowed to submit alternatenor competing proposals for this same lease which did notnviolate pre existing MILLS ACT AGREEMENT, and did not violatenHISTORIC AND CONSPICUOUS RIGHT OF WAYS and parkiong USAGEnto the See House across these two lots.nnTwo alternate proposals have been sent to attention of all commissionsn, and copied to City Manager with request that this lease be re-nconsidered under one of the two other proposals: one being fromnan individual acting as a 14 year BLOCK CAPTAIN FOR LITTERnAND CRIME CONTROL and a second one being from a statenreg. 501 c 3 non profit educational foundation.nnWhy? Both the Block Captain of record for 14 years and then501 C 3 NONPROFIT HAVE PROVIDED AT NO COSTS TOnTHE CITY BEFORE, DURING AND AFTER THE BANKRUPTCYnSUBSTANTIAL YEARLY FUNDS FOR MAINTENANCE SERVICESnFOR THE LOTS, WEED ABATEMENT, REPAIRS AND REPLACEMENTnOF FENCES, AS NEEDED, AND HAVE CONTINUED THE CONSPISUOUSnUSES OF THE RIGHT OF WAYS AND VFD FIRE CHIEF ALLOWEDnPARKING ON THESE LOTS AS IN THE BEST INTERESTS OFnTHE PUBLIC FOR SAFETY, CRIME AND LITTER CONTROL ANDnIN THE BEST INTERESTS OF THE CITY DEPTS. WHICH DIDnNOT HAVE SUFFICIENT FUNDS AVAILABLE OR ALLOCATEDnTO MAINTAIN AND PREVENT THE LOTS FROM BECOMING EYEnSORES WHICH THEY ARE NOT, NOW.nnThe other proposals act to provide the no cost services cited fornthe city , act to allow the stablization of the contaminated soilsnfrom the dust and lots to be addressed with fence screensnand with over watering the surfaces by a state trained andnliscensed contractor with specialized state and CAL OSHAntraining in testing and in stabliziation of lead contanimatednsoils and coatings, which these 2 lots do reveal as innthe document photos and in the legal notices of contamionationnsent by that contractor to the attention of the Public Worksn, Code Enforcement and City Council at time of razing ofnthe building on those lots.nnNow, this review is serving to test to see if anyone reads this eval. formnand if the City Clerk will ensure that this review is copied and sentnto all commissions, City Manager and City Council Membersnso that all are finally and fully informed about alternate proposalsnfor these lots WHICH WOULD STILL ALLOW DEVELOPMENTnOF THE BOX GARDENS BY ANOTHER INDEPENDENT NONPROFITnAND/OR BY INDIVIDUALS under a second lease agreement clausenin addition to the two proposals now in the possession of the Citynat this time .
