If you are a boater wanting to visit Mexican waters, save yourself time and effort by joining Discover Baja and let them process all the paperwork for your boat and passengers. I visited their office in University City and I supplied my passport, boat registration, motor serial number and clear phone image of my passenger's passport and they handled everything for a small fee. I would have had to wait longer if I'd done everything myself and would have missed a window to go south during an out of town friend's visit.nHint: buy a group membership that you and your friends can share.
