I was issued a parking/ stopping ticket for dropping off my passenger. The merge from 12 the on to Broadway was blocked and I had to wait in the right lane. The only way to Broadway was being controlled by the contractors traffic monitoring company. All traffic was held up except for the left lane for car's going thru to 12th.
