Does not pick up all bagged garbage from can or ground near can. Lawsuits in the making!

They will not pick up bagged garbage on a consistent basis. I have on two separate occasions left my garbage at the end of the road bagged, tied, and in a can only to find it was not picked up. Perhaps if youd stop using inmates and switch to paid city personnell you'd be able to offer better service.nSince you can't pick up my trash consistently do I get a discount in 3 months when I go to pay my fee?
