There are online proctoring available and I think people would not mind paying a little extra on that rather than wasting their time and effort calling you to schedule or risk their lives going there because of the pandemic. If they pass the exam, do the class via zoom. You guys have to adapt to new technology. Its faster, safer, and more effecient. Most specially, a lot of people can take the test. Your team needs to assess what can help your department as well as all the people in this island.
