Chillicothe Police Department

Disgusting abusive attitude! This review is concerning one person and that is Sergeant Douglas Hahn. This has been long coming but it is now time for the truth about this officers attitude! On several occasions my wife and I have made reports concerning our neighbors causing problems and have been told that The police department is very busy and they don’t just have time to run and take care of every little issue we have! In a very rude way! And on several occasions we have been told like this past Saturday that they would go by and speak with our neighbors when they were free and promised us it would get done which it did not which continued the issue into The next day Sunday May 26th. 2019. This particular officer should definitely be investigated for Unknown knowledge of current laws and misconduct by a police officer for the following reason. Upon arriving at our home on Sunday this officer had a nasty attitude from the beginning with my wife! And upon realizing they had finally showed up to discuss our concern I came upon him speaking with my wife and began telling him he just needed to do his job and get the trouble that we are having stopped! To be exact I said just do your job that you’re supposed to! And of course by this time I am somewhat frustrated with the continued problems that the police cannot seem to get it took care of! And yes absolutely I was raising my voice a little but not being ridiculous! At this time he starts screaming at me in my face and giving me that look of I’m getting ready to slam you on the ground and at that point he puts his palm on his gun and screams at me Daniel! Daniel! Daniel Daniel! You are going to immediately stop yelling! Which I was not. I am a 51 year old law abiding Citizen that works every day hard for my money and takes pride in my home! He continues to tell us The Police Department does not have Time for this and he will say something to our neighbors about the issue! And started to walk away while I’m talking ignoring me so I asked him are you going to just walk away and not listen to what I have to say and he turns around and screams at me saying if I have anything else to say take it up with the chief of police and walks off our property! This individual does not need to be a police sergeant in this town! The police are supposed to know how to deal with people who are frustrated about continued neighbor issues that’s why they are trained? He could have very easily said just calm down Mr. Carter I’m going to help you just tell me what is going on They are supposed to be trained in public relations!!!! Which he has Showed to us none! So basically after 13 years of dealing with scumbag neighbors That are the real problem ! he basically turned the problem on me and my wife! Now we are the bad guys right? Considering both of us have no criminal record whatsoever this is crazy! I myself Will not take his abuse ever again I am a grown man and I will not be talked to like I am a child or he is my father or mother! And yet again the problems with our neighbors continue to exist! Just so everyone knows this review is not about any other officers or the chief just this one particular officer! So I’m not sure what if anything will be done to reprimand him? Probably nothing? But just in case there is a officer reading this review you should know one thing the citizens that are living in your city of Chillicothe Illinois have begun Speaking between ourselves and everyone that me and my wife have spoken to have said the same thing that the police are out of control on their issuing tickets for everything you can imagine and everyone is beginning to dislike your police force! If there is time to drive around and find people with a small amount of garbage in their driveway or on their property or walking onto their property to find violations that are very minor in issuing tickets to get it cleaned up or resolved or you will have to pay a fine Then they’re should be time to listen and be concerned About our issues ?

Just a warning to anyone who performs security/ is a bouncer for Summer Camp - the Chillicothe police will not allow you to do your job and you may be held liable for any security you provide. I got lucky and only got thrown out for defending myself when a certain park VIP decided to fire bottle rockets towards other concert-goers' tents and assaulted me when I told him to stop. For anyone who does want to do security for this festival, hopefully you have an employer that has your back.

Apparently it's normal practice for their officers to tell people not to press charges on others for assault. A female family member of mine was assaulted and the officer told her it was a waste of his time and hers to press charges against the guy. Stating they probably wouldn't pursue the case anyway. So is this just a lazy officer not wanting to work or is it department policy?

I live right up the street on Galena, this weekend was summer camp music festival, I've been going for about 6 years now. I've always welcomed my friends into this area and tried to show them how much I love this town and coming back home. This year at scamp my friend got hit in the face with a champagne bottle from behind. He went to press charges at summer camp and was told there was nothing they could or would do for him. So, anyone can come into town and get beat up and you just send them home with a bandaid and a pat on the back? Come back again soon? Ok. He then left the festival and went to the actual Chillicothe police station and they let him file a report. It's not your whole police station that upset me, just the men who looked at my friend's BROKEN JAW and told him they didn't care. That's not how you treat people, and further more when we were woken up on Monday morning at about 9:30- I wish I had a video (but I was trying so hard to get my stuff together fast) -because of how many cops started pulling tents and canopies from the ground and thrashing them about (or trying to, but sometimes there'd be people still in them!) and CUT THE STRAPS on my friends hammock he was sleeping in!? Without even yelling first to wake him up! Which would have still been annoying but preferred over scissors. He could have been hurt. Is this how you'd want your daughter or son to be treated? Wouldn't that upset you a little? This is not how you treat people. You are here to protect and serve, I do not see where I could have said you protected or served my innocent friends this weekend. And if you would like the continued support of your community then I think you should revist the meaning of the golden rule: treat unto others as you wish to be treated. Please consider what I said, it is only meant to benefit our community, it's nice when we can all count on each other and support one another, not cut their hammock straps.
