Thia is a monthly membership only parking garage. Its a bit expensive but its covered parking and it has a covered sky bridge to get into city hall. There is a large percentage of people that park in 2 spots though so it wastes parking spots, which leads to some people having to park on the top level which is uncovered. I've reached out to the parking garage and told them about this but they don't have any enforcement when people take two spots like that so its fairly frustrating some times.
