City of Las Cruces Parks & Recreation

I attended a concert on the downtown plaza. The "cruising" traffic deliberately reving their engines on Main Street between Griggs & Las Cruces St made it nearly impossible to hear the performances. Since there is no parking anyway in that block why couldn't the City close it for the 2 hour concerts that are only held once a month? With all those streets two way now, traffic flow should not be hindered.
