What is the rational on blinking turning lights in most places in Lexington? Traffic will improve a little with turning signal lights, than a blinking one.

the lex sc dot came out and tore up my culbert that I actuall put in myself so I would not drive across slush and sewage and have not replaced it in 6 months-I have call repeatedly and they are not concerned about it. I don't mind putting another in but they would tear it up also. the scraper comes out weekly and -a waste of tax payer money the private one way st should be blacktopped and my culbert but back in my bumper has damage needs a new one who can I send this bill to because the scraper leaved a little ditch to cross with my car. thank you
