I would say *zero* stars were it possible. This organization is more useless than a zero-legged man in a behind kicking contest. I tried to get help from them in 1994 and again in 2018, 24 years later. Same old uselessness. Same old incompetence. Same old lame-brained *non-excuses* for not helping me! They should be disbanded for their uselessness so people don't get their hopes up that those useless nitwits might be of help to them. A pox on them all!
