I've been going there for years and they have good deals. I haven't lived in Imperial Beach for many years but I still go visit some of my family and stop at 13th street market before going back home.

Always has broken vapes. I opened it inside the store just to make sure nothing was wrong with it and it was all spilled inside the bag. Told him if he can change it he said no returns or exchanges. Not buying these here ever again always sells broken vapes. Its not the first time this happens. Im not spending almost 20$ to buy something that's broken and them not wanting to do something about it
