HISTORICAL REVIEW The school is immersed in the community Alberto Palazzi Calle Venezuela in the town of Upata, The State Educational Unit "Humberto Bártoli" was inaugurated and delivered to the Upatense community by the Regional Executive of the State of that time Andrés Velásquez, on 16 October 1992. Immediately beginning his school activities, being its Director for that moment Mr. Luis José Rodríguez Laucho, 1 preschool teacher, 6 classroom teachers, 1 secretary and 1 school commissioner, attending a student enrollment of 221 students. This institution was an achievement thanks to the management of the neighborhood power of that time led by the Bachelor. Brizeida Velásquez who served as a classroom teacher for twenty years without interruption leaving deep traces in the student community of this house of study. For the school year 1,994-1,995, Prof. Lionel Briceño and Mr. Luís José Rodríguez Laucho assume the direction of the campus as assistant principal, 2 secretaries, 10 classroom teachers, 2 preschool teachers, 2 preschool assistants and a student population of 290 basic students and 50 preschool students for a total of 340 students. In 1999 there were 2 hired workers and it is in the 2005-2006 school year when there are 2 more workers for a total of 4 today. For the 2003-2004 school year, Mr. Luís José Rodríguez Laucho assumes once again the direction of the campus and, as assistant principal, Zobeida Acevedo de González. In October 2005, Mr. Henry Tiamo assumes the direction of the campus as manager and Ms. Zobeida Acevedo de González continues as assistant principal, with 12 classroom teachers, 1 teacher specializing in sports, 1 computer teacher, 2 library teachers, 1 initial education assistant, 2 initial education teachers did not know at that time there was no secretary, the student population was 396 students in general. It should be noted that during these years of educational work many people have left their mark on this educational site as they have been: the extensive experience of Professor Prof. Luis Rodríguez Laucho, Professor Leonel Briceño, Professor Mirian Baute, librarian to whom in his honor the library The institution bears his name, Professor Sonciris Muñoz, Professor Eladia Contreras and Professor Tibisay Mendoza who devoted their work and dedication to the children of this community. In December 2010, the Office Manager assumes Ms. Ninfa Mosquera as a manager, until now with 11 classroom teachers, 8 teachers in Basic, 3 teacher of Initial Education, 1 teacher specializing in sports, 1 teacher in Resources for the Apprenticeships, 04 workers, 1 secretary, an enrollment of 320 students currently the school operates on a half-day shift in the morning. The school has been characterized by its high level of school performance, the excellent training of its teachers, the spirit of solidarity, cooperation, responsibility and goodwill of all its members, it should be noted that in the school all programs are developed Educational projects implemented by the national government, PTMS, ENDOGENO PROJECT, CANAIMA, BICENTENARY COLLECTION, SAE, ENERGY SAVINGS, WATER IN OUR LIVES, etc.
