History: The Technical School of Plastic Arts "Eloy palaces" began with the name of Painting and Sculpture in 1955, under the direction of the painter Efraín Villarroel Moya "CHAIN" and for the year 1956 began free courses in the classrooms of the Basic School Republic of Uruguay, later moving through different sectors of the city until finally moving to the place where it is today; working before the Industrial Technical School and Workshops of the MOP. The Ministry of Education approved by resolution the relationship of ART MEDIUM TECHNIQUE according to those made at the Cristóbal roja de caracas school; It can be said that up to this moment only two schools in the country have implemented the medium technical curriculum, which will allow in the short term to have medium technical graduates in the following specialties: Pure Art, Fire Arts and Graphic Arts. The Technical School of Plastic Arts "Eloy Palacios" is an educational institution that depends on the Government of Monagas State, attached to the secretary of education. Its purpose is to train media technicians in plastic arts with equivalent to a bachelor in humanities, at the same time offers Saturday courses or workshops where they implement knowledge about painting, drawing, ceramics and toys. At present the school has equipment, materials and human resources that allow to guarantee the excellent quality of the graduates, it is considered as one of the best in the country.
