In 1957 approximately, the Lara State Government through an Emergency State decides to create an agency with the name of Public Works of the State (OPE), which worked in an establishment known as "The Government Garage", which was located in Race 19 with 41st Street. Simultaneously on Ave. Armed Forces with 57th Street, there was a stone storage room, used for different works. Subsequently, the Technical Room was created, transferring the technical staff (cartoonists and building inspectors) located in the Government of the State Lara to the Ave. Armed Forces. For 1991, the change of name of Public Works of the State (OPE) is decreed, by the Direction of Infrastructure and Maintenance of Works (DIMO). The Government of the State Lara signed with the National Executive, through the former Ministry of Transportation and Communications, the Transfer of Skills Agreement, through which it assumes responsibility for the state's roads. As a consequence, the Law on Conservation, Administration and Use of the Roads of our federal entity was born, in an extraordinary session of October 11, 1996, issued the Law for the Creation of the Lara State Road Institute, published in Official Gazette No. 210 dated November 7, 1996. INVILARA, is an autonomous institute created to assume responsibility for the roads in the State of Lara, in relation to the maintenance, recovery, improvement, administration and use of the entire state road network. It is currently located in Barquisimeto, Lara State, specifically in Avenida Fuerza Armed with 57th Street; while its asphalt plant is located in San José de Quibor, Lara State. Its mission is to permanently develop construction, consolidation, preventive, corrective maintenance and safety of the road network as an interconnected system and in harmony with the environment, which effectively contributes to guarantee the mobilization and harmonic articulation of social, economic, institutional actors and cultural state and its proper insertion in the processes of state, regional and national development. Its Objective is to ensure that the Lara State's roads, both agricultural, urban and interurban, reach the optimum conditions of passability.

Because it is a government agency responsible for maintaining the streets without gaps but there are very few who manage to repair.
