Place for procedures related to driving licenses, there is no public parking only private and they charge 1000 colones!

It's 4: 16 a.m. We have arrived at 3:45 am. to make the famous line to approve a foreign license and that my husband has his license. And the guard tells us that there is only one number already. And we asked him where the other 14 people are and he tells us that in that car there ... 😂😂😂😂😂 (🤔🤔🤔🤔🤔🤔🤔) I ask you to identify yourself and neither. So it seems to me that something is going very, very wrong in this process that is already regrettable and unnecessary.
