There should be a notice in the place stating the opening hrs! Not everyone has internet access, specially the new comers. No phone coverage in the building, The people are not friendly, some of them may be. They won't/don't speak English that much. There are lots of issue on the residential hiring system, e.g. a room in my flat is empty for like 3 months already and meanwhile lots of people are in the waiting list! The system is not working efficiently I'd say. If something disturbs u in the neighborhood and u go to them, they'd somehow say it's ur problem and won't help.
