It's not the most exciting of places, but the wall-top view in the newly renovated garden adjacent is wonderful - worth your time and a wonderful bit of history The soviets made sure to build the Nevsky cathedral a "screw you" distance from it. You'll see what I mean

As the City Duma, a new governing organ for the town needed its own rooms, a new art nouveau building with neo-baroque details was completed in 1911 to the north side of the town hall. These days, the City Duma - today the City Council - building is often mistaken to be older than the Town Hall because of its looks!

The Art Nouveau building, built in 1911 by Pärnu Town Hall, was designed by architect W. Bocksloff from Riga. Master Klein was doing the job of joiner. The furniture of the hall was designed by architect O. Simaa.
