The merchant who refuses a cash payment is liable to a 2nd class fine of 150 € (articles L. 131-13 and R. 642-3 of the penal code). Its refusal could possibly be qualified, by the courts, as "refusal to sell", a practice prohibited by article L. 121-11 of the Consumer Code
