The building was built between 1759 and 1761 as the seat of the city government. The term University, in fact, derives from the form of government that Ferdinando d'Aragona granted to Martina Franca in 1478, in whose administrative assembly all social classes were to be represented. The original structure counted the ground floor and the first floor; the elevation of the second floor, which penalizes the building architecturally, was carried out in 1872 to set up the registry offices and the mandate prison. The façade is punctuated by pilasters and string courses in local stone that divide the large white plastered backgrounds. The decentralized portal is decorated with acanthus leaves and scrolls. The windows on the first floor are surmounted by mixtilinear tympanums, and, in the tympanum of the one in line with the portal, there is the high relief of a galloping horse, also depicted in the city coat of arms. The second floor, lower than the others, has no particular architectural significance. Currently the building is home to the Artisan Association of Mutual Aid, founded in 1888. Unfortunately it cannot be visited, as is the adjacent Civic Tower.

One of the most beautiful monuments of Martina and which is located in Piazza Plebiscito. It is a tower with an ancient clock in one of the highest points of the town. It is called Palazzo dell ', Università and it seems that at the very top there is a room that actually seems to have been a cell used as a prison at the time.
