Reception is divided between insurance / transfer and postal shipping. Numbered ticket issuing machines are available, so let's take a numbered ticket first. Because it is a busy place, it can be crowded even on non-weekdays. There may be more lines than you thought at noon. The ATM is on the left just after entering the entrance.

The post office near your home is open until 4 o'clock, but the post office here is convenient because the window is handling until 5 o'clock. There are six windows, but they are always crowded.
