I would give 0 stars if I could. You will not be able to rent a car here without buying THEIR insurance. They will not accept amex nor any other credit card official letter of proof of coverage. The insurance cost they quoted us was multiple times more than the car rental cost. They wanted amex to present an official document that is issued by the country of Mexico to the bank, which is not available to general public and cannot be shared nor obtained.

Terrible experience and service. Waited a long time and counter person acted like he was on drugs (sniffing, runny nose, red eyes). I had a pre-paid reservation and was told that I couldn't rent a car unless I paid an additional $435 in insurance for four days. I walked out and went to Payless next door and they were polite and professional. Stay away from Europcar. I had a similar bad experience in another country with Europcar. The car was rented through Holiday Auto and they were not helpful.
