The Federal Police (PF) is a police force of the Mexican Federation created from a restructuring of the Federal Preventive Police, now with investigative faculties in accordance with the law published on June 1, 2009 by former President Felipe Calderón as operational arm in the fight against organized crime. The restructuring of the Federal Police is based on a fundamental change in public security with the purpose that the Mexican federation duly fulfill its constitutional responsibility in relation to the prevention of crime and functionally improve the public security services to its position. On January 4, 1999, President Ernesto Zedillo published the law that created the Federal Preventive Police as part of the Ministry of the Interior. A police force with faculties and attributions of prevention that integrated in a single organism the old administrative bodies of Federal Police of Roads, Federal Fiscal Police and Police of Migration. President Vicente Fox, in turn, created the Ministry of Public Security, by separating the public security branch of the Ministry of the Interior, which included the Federal Preventive Police together with the country's penitentiary system. In order to equip it with research faculties and not just prevention, on June 1, 2009, President Felipe Calderón Hinojosa published a new Law that transformed the Federal Preventive Police into the new Federal Police as a police investigation body, in order to to have an operative arm in the fight against organized crime, with this modification, it was given the power to collaborate with the Attorney General's Office, since previously only the Federal Research Agency, the Federal Ministerial Police, did so. The new Federal Police was envisaged as auxiliary to the police of the states, the municipalities and the Federal District. This decision was framed in the midst of the alarming increase in violence, kidnappings and cases of corruption and complicity of the police elements of the former corporations with organized crime.
