Airport taxi is a legalized scam here in the Philippines. When I first arrived the drivers descended on me like a pack of wolves telling me that the only way to Panabo City was by airport taxi. The charge was 1000 pesos one way. On the way, the driver instructed me to lie at the checkpoint and tell the police that it was a service and not a taxi for hire. Once there, he begged me for a tip. Little did I know (because no one there informed me) there is a bus stop just right outside the airport terminal. The cost of the ride to Panabo City is currently only about 50 pesos. (I rode a bus on the return trip.) Next time I will know to walk outside the terminal and save myself 950 pesos.

From the airport, the transport services are ready to serve commuters. Most of the Taxi drivers are very much hospitable and honest. Truly you can trust them.
