In the 90's, the last century, the hospital came in significantly reduced compared to the initial state, but still a significant amount of 880 beds. It was necessary to adapt it to the new economic reality. Therefore, in the mid-1990s, a nursing and treatment institution was established from some of the branches for the chronically ill. The alcohol addiction department for alcohol addicts was transformed into a coeducational unit. A branch for elderly people with psychiatric disorders (psychogeriatric) was also created. These changes corresponded to the health needs of the hospital's area of ​​operation. Another significant turn in the hospital situation was the administrative reform and financing of healthcare in 1999. The hospital in Cibórz has once again become one of three large psychiatric hospitals in the Lubuskie Voivodeship. This accelerated his reorganization, leading to a reduction in the number of beds and the inclusion of all branches for the chronically ill in the framework of a care and treatment institution. Above all, however, the return on permanent care for environmental treatment. An expression of this was the establishment of psychiatric clinics by the hospital, counseling for alcohol addicts, counseling for addicts from psychoactive substances and neurological counseling, not only in the hospital, but also in Zielona Góra (psychiatric also in Sulechów). The current number of 642 beds in hospital wards and care and treatment institutions should be reduced to no more than 500 times over time. However, it would have to involve a greater share of hospital services in various forms of environmental treatment, that is, outside the appropriate day departments for different groups of patients . Currently, the Lubuskie voivodship has a high rate of psychiatric beds, but also the largest in Poland indicator of the number of inhabitants per 1 psychiatrist in outpatient care. Therefore, it is justified to strive to transfer the burden of services provided from 24-hour care to intermediate forms, outpatient and environmental treatment. Parallel to organizational changes, the hospital is being modernized and its diagnostic capabilities improved. It was important in the last two years to switch the hospital heating from coal to gas. In the area of ​​diagnostics, the installation of a computer tomograph on the premises of the hospital, the launch of the only EMG in the region, modernization of the biochemical laboratory equipment. It has increased the diagnostic independence of the hospital, thus contributing to shortening the stay of patients in the hospital. In 2004, 5401 patients were treated in the hospital, and counseling gave 15719 counseling. As far as it was possible, current renovation works were carried out, as well as for future, new activities, for example a planned branch for juveniles dependent on psychoactive substances. All these activities, changes in the functioning of the hospital would be impossible without two factors. Namely, without properly prepared medical staff, nursing staff, psychologists, addiction therapy specialists, and the involvement of other groups of employees. Another, equally important factor was the benevolent attitude of the Marshal's Office of the Lubuskie Voivodeship, expressing itself in understanding the needs of the hospital, accepting proposed solutions and active assistance, also if possible. This favors the evolutionary transformation of a hospital from a typical 24-hour psychiatric institution into a unit where 24-hour treatment will be only one of the elements of the system in which treatment conducted in the patient's environment will have an equal share.
