Service and information provided by officials at the lowest possible level. No personal culture. The lady who gave me the evidence in the alley of the street through the window in the bars, demanding and aggressive in words. There is no information about the procedure in the service, the lady issuing the ID card said that the lady who, sitting, working and seeing the waiting only applicant, has a different scope of duties than query approach how to help. The phone is not answered. The general impression is terrible now from experience I know why people complain about Clerks.
