The clerks in the office are not interested in servicing petitioners - they sit with their backs to the window pretending that they cannot see anyone, do not maintain a safe distance (during restrictions on Covid-19 where everyone was required to wear masks), polite phrases also seem foreign to them. On a national scale - standard.
