It is probably a spare rangefinder, but I can not confirm it one hundred percent. The object is partially secured, but the vandals have already done their job. You have to be careful because the steel structural elements are rusted and rotten. Unfortunately, as in this type of proprietary objects, it sometimes becomes a meeting place for people who can not clean up for themselves, what is not so much about them, but above all, it discourages normal people from exploration.
