When applying for a reissue of a combo card, the branch staff and the head office could not issue the card within the working time due to instructions. This negligence occurred one week before the Lunar New Year, causing the applicant to be unable to use the funds in the account smoothly, anxious and angry, but the branch had no corresponding measures to remedy it.
