Rented a car from Taichung Rail Station and dropped it off here in Hualien. Good pricing, included free GPS device, easy process, very limited English is spoken. I would use them again.

It's always crowded. Averagely you need to wait 30 minutes or so to get to the counter. I have registered in advance on their website so that I can just wait for 30 minutes to get my rented car.
