I went to open an account at around 13:20 on Mondays. After drawing the number plate, I started to do it almost without waiting. The staff at the counter were also very kind, and it was done around 14:00. By the way, just like Taishin, the pre-filled form is just filled with bitterness. You still have to fill it out on the spot (but this has nothing to do with the counter staff, so it doesn't matter).
