The day of creation of (arbitration) commercial courts in the modern sense is considered to be November 21, 1922, when the resolution of the Council of People's Commissars of the USSR was adopted, which approved the "Regulations on the procedure for resolving property disputes between state institutions and enterprises." In accordance with this Regulation, arbitration commissions were established, in the center - the Supreme Arbitration Commission at the Ukrainian Economic Council and on the ground - at the provincial economic meetings. In Chernihiv, the Provincial Arbitration Commission of the Executive Committee of the Chernihiv Provincial Council of Workers ', Peasants' and Red Army Deputies functioned from 1923 to 1931. On June 5, 1931, the CEC and the Soviet People's Commissar of the USSR adopted a resolution "On the State Arbitration of the USSR." On the basis of this resolution in 1931 the state arbitration at the Chernihiv regional executive committee was created, which was entrusted with the functions of resolving property disputes between enterprises and organizations of the region.
